"Idudulog na ng pamahalaang Pilipinas sa Amerika ang isyu ng Scarborough Shoal."
Idudulog na ng pamahalaang Pilipinas sa Amerika ang isyu ng Scarborough Shoal.
Inihayag ni Department of Foreign Affairs (DFA) Spokesperson Atty. Raul Hernandez na kasama ang isyu ng Scarborough sa agenda ng 2+2 meeting na gaganapin sa Washington, USA kung saan makakapulong nina DFA Secretary Alberto del Rosario at Defense Secretary Voltaire Gazmin sina US Secretary of State Hillary Clinton at US Defense Secretary Leon Panetta.
"The Scarborough Shoal will be in the agenda during the 2+2 meeting in Washington at the end of this month."
Interesado aniyang makialam ang US sa gusot dahil apektado ang iba pang kalapit na bansa sa isyu partikular ang negosyo at komersyo.
"I don't know what role can the US play but I think the US is also concerned about what is happening because the freedom of navigation and commerce that could be affected if this whole issue."
"The West Philippine Sea issue is not only bilateral, it is also a multilateral issue.. It should be discussed multilaterally and peacefully and should be under a rules-based approach."
Ayon kay Hernandez, huwag naman sanang masamain ng China ang gagawing pagdulog ng Pilipinas sa Amerika.
"The 2 + 2 meeting has been there for a long time already, it was been planned. So we don't think that should be considered as an aggravation to the situation in the Scarborough Shoal."
Bagama't tuloy-tuloy ang pakikipagnegosasyon ng Pilipinas sa China, aminado ang DFA na mahirap ito lalo't wala pa ring pumapalit kay dating Philippine Ambassador to China Domingo Lee.
Binanggit naman ni Hernandez na may napipisil ng bagong PH ambassador sa China si Sec. del Rosario ngunit hindi pa niya ito pinapangalanan.
"We don't have an ambassador designated to Beijing yet. So we are in the process of looking for the next nominee to that post. The secretary has somebody in mind already but he hasn't told us yet of this person."
"But he said that he would like somebody, knowledgable in the issues there, career diplomat," dagdag pa ni Hernandez.
Pagdulog sa ITLOS
Samantala, handang humarap ang Pilipinas sa International Tribunal for the Law of the Sea (ITLOS) kahit ibasura pa ng China ang imbitasyon nito kaugnay ng pagresolba sa pinag-aawayang Scarborough Shoal.
Ayon kay Hernandez, patuloy na maghahanap ng paraan ang bansa para maisaayos ang tensyon sa tulong na rin ng kahit na anong dispute settlement mechanism.
"We already told you we are also exploring the legal track, the track that would have this issue resolved at ITLOS or any dispute settlement mechanism under UNCLOS (United Nations Convention on the Law of the Sea)."
"We are now studying that option and if China would not want to go with us, we are prepared to go there alone to, ITLOS or any dispute settlement mechanism under UNCLOS," sabi ni Hernandez.
Ilang ulit nang nagpahayag ng imbitasyon ang Pilipinas sa China para pag-usapan ang isyu, sa harap ng international tribunal.
Ayon sa DFA, wala pa ring sagot ang China tungkol dito.
"We put on record that we are protesting. The ITLOS issue was conveyed to the Chinese authorities in a meeting with his counterpart... It was actually reiterated or conveyed by Usec. Basilio last Monday. The secretary also made a call to invite China to go to ITLOS with us, in order to have a rules-based and resolution."
"We would be reiterating our invitation and hopefully we can get a confirmation from them officially."
"Our lines are open with the Chinese representative but no meetings have been scheduled yet, sabi ni Hernandez."
"We continue to ask them the reason why they would like to aggrevate the situation when in fact the agreement with the secretary and the Chinese representative is that no actions should be undertaken to escalate the situation in the Scarboroguh Shoal."
